Why is it in Star Trek that the Federation always has to bend to other culture’s customs, even when it involves things like, oh, kidnapping their security officer… but the races they visit never have to take into account that by Federation customs, kidnapping is not polite?

In “Encounter at Farpoint” when they perform the emergency saucer separation at high warp… since the saucer section doesn’t have any nacelles, wouldn’t it have suddenly dropped below the speed of light as soon as it left the warp field?
